(AP) ? When it comes to electing the president, not all votes are created equal. And chances are yours will count less than those of a select few.

For example, the vote of Dave Smith in Sheridan, Wyo., counts almost three-and-a-half times as much mathematically as those of his wife's aunts in northeastern Ohio.

Why? Electoral College math.

A statistical analysis of the state-by-state voting-eligible population by The Associated Press shows that Wyoming has 139,000 eligible voters ? those 18 and over, U.S. citizens and non-felons ? for every presidential elector chosen in the state. In Ohio, it's almost 476,000 per elector, and it's nearly 478,000 in neighboring Pennsylvania.

But there's mathematical weight and then there's the reality of political power in a system where the president is decided not by the national popular vote but by an 18th century political compromise: the Electoral College.

Smith figures his vote in solid Republican Wyoming really doesn't count that much because it's a sure Mitt Romney state. The same could be said for ballots cast in solid Democratic states like New York or Vermont. In Ohio, one of the biggest battleground states, Smith's relatives are bombarded with political ads. In Wyoming, Smith says, "The candidates don't care about my vote because we only see election commercials from out-of-state TV stations."

The nine battleground states where Romney and Barack Obama are spending a lot of time and money ? Ohio, Florida, Virginia, Colorado, New Hampshire, Iowa, Nevada, North Carolina and Wisconsin ? have 44.1 million people eligible to vote. That's only 20.7 percent of the nation's 212.6 million eligible voters. So nearly four of five eligible voters are pretty much being ignored by the two campaigns.

When you combine voter-to-elector comparisons and battleground state populations, there are clear winners and losers in the upcoming election.

More than half the nation's eligible voters live in states that are losers in both categories. Their states are not closely contested and have above-average ratios of voters to electors. This is true for people in 14 states with 51 percent of the nation's eligible voters: California, New York, Texas, Illinois, Michigan, Georgia, New Jersey, Massachusetts, Indiana, Tennessee, Missouri, Maryland, Louisiana and Kentucky. Their votes count the least.

The biggest winners in the system, those whose votes count the most, live in just four states: Colorado, New Hampshire, Iowa and Nevada. They have low voter-to-elector ratios and are in battleground states. Only 4 percent of the nation's eligible voters ? 1 in 25 ? live in those states.

It's all dictated by the U.S. Constitution, which set up the Electoral College. The number of electors each state gets depends on the size of its congressional delegation. Even the least populated states ? like Wyoming ? get a minimum of three, meaning more crowded states get less proportionally.

If the nation's Electoral College votes were apportioned in a strict one-person, one-vote manner, each state would get one elector for every 395,000 eligible voters. Some 156 million voters live in the 20 states that have a larger ratio than that average: That's 73 percent ? nearly three out of four.

And for most people, it's even more unrepresentative. About 58 percent of the nation's eligible voting population lives in states with voter-to-elector ratios three times as large as Wyoming's. In other words, Dave Smith's voting power is about equal to three of his wife's aunts and uncles in Ohio, and most people in the nation are on the aunt-and-uncle side of that unbalanced equation.

"It's a terrible system; it's the most undemocratic way of electing a chief executive in the world, " said Paul Finkelman, a law professor at Albany Law School who teaches this year at Duke University. "There's no other electoral system in the world where the person with the most votes doesn't win."

The statistical analysis uses voter eligibility figures for 2010 calculated by political science professor Michael McDonald at George Mason University. McDonald is a leader in the field of voter turnout.

Former Sen. Alan Simpson of Wyoming defends the Electoral College system for protecting small states in elections, which otherwise might be overrun by big city campaigning: "Once you get rid of the Electoral College, the election will be conducted in New York and San Francisco."

Sure it gives small states more power, but at what price? asks Douglas Amy, a political science professor at Mount Holyoke College in Massachusetts: "This clearly violates that basic democratic principle of one person, one vote. Indeed, many constitutional scholars point out that this unfair arrangement would almost certainly be declared unconstitutional by the Supreme Court on those grounds if it were not actually in the Constitution."

Article 2 of the Constitution says presidents are voted on by electors (it doesn't mention the word college) with each state having a number equal to its U.S. senators and representatives. While representatives are allocated among the states proportional by population, senators are not. Every state gets two. So Wyoming has 0.2 percent of the nation's voting-eligible population but almost 0.6 percent of the Electoral College. And since the number of electors is limited to 538, some states get less proportionately.

Adding to this, most states have an all-or-nothing approach to the Electoral College. A candidate can win a state by just a handful of votes but get all the electors. That happened in 2000, when George W. Bush, after much dispute, won Florida by 537 votes out of about 6 million and got all 27 electoral votes. He won the presidential election but lost the national popular vote that year.

That election led some states to sign a compact promising to give their electoral votes to the national popular vote winner. But that compact would go into effect only if and when states with the 270 majority of electoral votes signed on. So far nine states with 132 electoral votes have signed, all predominantly Democratic states.

Because of the 2000 election, conservatives and Republicans tend to feel that changing the Electoral College would hurt them, George Mason's McDonald said, and after their big victories in 2010, the popular vote compact movement stalled. But that analysis may not necessarily be true, he added. McDonald said before recent opinion polls started to break for Obama there seemed to be a possibility that he could win the electoral vote and lose the popular vote because of weak turnout ? but still enough to win ? in traditionally Democratic states like New York and California.

Former Stanford University computer scientist John Koza, who heads National Popular Vote, which is behind the electoral reform compact, said Democrat John Kerry would have won the Electoral College in 2004 while Republican Bush won the popular vote, if only 60,000 Bush votes in Ohio had changed to Kerry votes.

History shows that candidates have won the presidency but not the popular vote four times, and in each case it was the Democrat who got the most votes but lost the presidency: 1824, 1876, 1888 and 2000.

The Associated Press analysis suggests that in this year's election, the current system seems to benefit Romney. The AP re-apportioned electoral votes based on voting-eligible population and not congressional delegations, so that, for example, Wyoming and the District of Columbia would have only one elector instead of three, and California would have 58 instead of 55.

Based on polling, states strongly in the Romney camp have 191 electoral votes in the current system but would have only 178 if the electoral votes were allocated based on voting-eligible population. Based on similar polling, Obama would benefit by about five electoral votes if electors were apportioned by that population. The nine battleground states would gain even more sway, jumping from 110 electoral votes to 118.

That would compound the perceived problem of a shrinking number of battleground states being all that mattered in the election, leaving the overwhelming majority of states standing around as "spectator states," Koza said.

John McGinnis, a professor of constitutional law at Northwestern University, defends the current Electoral College, arguing that while the mathematics of electoral proportionate calculations is correct, the conclusion that it over-represents small states is not. Larger states still have more sway because they have more electoral votes, he said.

Further, the historical agreement to give each state two senators regardless of their population and to base electoral votes on congressional delegation rather than population "was an essential compromise" when framers were drafting the Constitution, McGinnis said. Without that compromise, there might not have been a Constitution or nation, he said.

But Finkelman said his reading of history is that the compromise wasn't about power between small and large states as much as it was about power of slave-holding states. He said James Madison wanted direct popular election of the president, but because African-American slaves wouldn't count, that would give more power to the North. So the framers came up with a compromise to count each slave as 3/5ths of a person for representation in Congress and presidential elections, he said.

Electoral College supporter McGinnis said the emphasis on battleground states is actually good because they are representative of the country. But he acknowledges as an Illinois resident, "I realize when I vote here it's completely irrelevant."

S'pore green building movement takes to the streets | Eco-Business ...

Green buildings may have risen in popularity in Singapore in the past few years, but such buildings are ?green? only if their users are too.

This is why the local green building movement is moving beyond physical walls to reach out to the man in the street, Singapore Green Building Council (SGBC) president Tai Lee Siang told Eco-Business in a recent interview.

Strong government leadership here has enabled building owners to adopt newfangled green technology to make their buildings more efficient. ?But the industry is mindful that if the people who occupy them do not have a ?green attitude? to conserving energy and resources, such buildings will not function well,? he said.

The SGBC, an industry association with more than 300 members, is thus focusing its efforts to include engaging the wider community, so that ?green lifestyles can complement green buildings to achieve greater results?, he said.

For example, SGBC is collaborating with technology giant IBM and the Ministry of Education on ?Project Green Insights?, which will raise awareness of energy efficiency with schools in Singapore. Education is important, said Mr Tai, as green attitudes are best adopted from a young age and the youth will become the future generation of building users.

SGBC?s industry members, such as property developers Lend Lease, are also developing green leases where tenants have to agree to certain environmental targets when they lease a retail space.

This focus on the community will be the main theme at this year?s upcoming International Green Building Conference (IGBC), organized by SGBC, which will feature activities that reach out to tenants, consumers and the youth.

To be held at the Sands Expo and Convention Centre from 10 to 12 October, the conference will convene more than 50 international experts from 25 countries to speak on green buildings and sustainable lifestyles.

National building regulator, the Building and Construction Authority (BCA), is also set to unveil new Green Mark schemes for big users of energy such as supermarkets, retailers and data centres at the conference.

The Green Mark is a system developed by the BCA to rate buildings on their environmental performance. Singapore currently has more than 1,200 Green Mark buildings.

Director of BCA?s technology development group, Mr Tan Tian Chong noted in statement that since its launch in 2005, the Green Mark scheme has ?provided a meaningful differentiation of buildings in the real estate market.?

?Indeed, a Green Mark building is internationally recognized as having best practices in environmental design and performance. This can have positive value-add for building owners as well as end-users as they will be living and working in energy-efficient, greener and healthier environments. We will extend the Green Mark scheme to new frontiers to make Singapore an even greener and healthier place,? he said.

BCA also plans to introduce a web-based carbon calculator that will help building professionals determine the footprint of major construction materials and energy used in buildings.

To ensure that the industry is held to high standards, the SGBC will announce at the conference a new Green Services Certification Scheme, which will cover related sectors such as architectural design, mechanical and electrical services, energy management and consultancy, and contractors.

It is an extension of an existing Green Building Product Certification, launched in 2010, which certifies green building products. SGBC has certified a total of 144 green products to date.

Mr Tai noted that products are only one aspect of what makes a building green. Service providers, who help create such buildings, are also important. ?So the new scheme will create a certain benchmark? on which these providers can be certified,? he said.

Some 10,000 people are expected to attend October?s conference. It will be held together with Bex Asia 2012, an annual regional building expo focusing on eco-friendly products and solutions. Both events are part of the annual Singapore Green Building Week.

Some notable figures due to speak include Professor Jacqueline Cramer, Director of Utrecht Sustainability Institute and former Minister of Housing, Social Planning and the Environment of the Netherlands, Ms Jane Henley, chief executive of the World Green Building Council and the founder of Earth Hour, Mr Andy Ridley.

As Christmas draws ever closer, so does the dread of braving the crowded malls in search of the perfect gifts.

From what City Arts Nashua board member Bonnie Guercio has seen, those familiar with Nashua?s arts community have a little shopping secret: the annual ArtWalk.

ArtWalk 2012 will be held from noon-5 p.m. Saturday, Sept. 29, and noon-4 p.m. Sunday, Sept. 30, in downtown Nashua and the nearby Millyard.

As a mixed-media collage artist with a studio in the Picker Building, Guercio noticed that a number of people who visited the building during last year?s ArtWalk returned in the weeks leading up to Christmas. In addition to buying completed pieces, they also requested commissions.

?Most of the people in the Picker Building, just about everybody has somebody come back because they saw them in the ArtWalk,? Guercio said. ?They like what you created and now they?re ready to acquire that.?

To buy something that?s original and handmade in your community ?says something nice about your ideas of gift-giving,? Guercio said. It ?becomes a nicer, more thoughtful gift.?

?Our gift dollars are shrinking, and so I think people are putting a bit more thought into their gifts.?

ArtWalk, organized by City Arts Nashua, is an opportunity for the public to connect with the city?s arts scene through open studios, tours, activities, musical performances and conversations with the artists.

?It helps people know that there are wonderful artisans, craftsmen, that they can count on,? Guercio said. ?You don?t have to go to Boston or Cambridge or someplace like that to find some really very well done art.?

In addition to the Picker Building, which houses more than two dozen artists, major ArtWalk venues include 55 Lake St. Studios; the Hunt Memorial Building, where members of the Nashua Area Artists Association will display the work of its members; and Indian Head Plaza, which will host independent artists.

Something a little different will greet visitors to ArtWalk?s northernmost venue ? the Nashua Historical Society ? where about 20 pieces of very weighty Nashua history will be on display and available for purchase.

They?re the city?s iconic triangular manhole covers, which the society has previously auctioned in groups and is now selling to boost its fund for educational programs.

The Speare and Abbot House museums will be open for tours as well.

On Main Street, a number of businesses also will open their doors, Guercio said, ?so artists that have no studios can be inside to display their artwork. They don?t have to be outside in a tent.?

For example, Renaissance Downtowns at 88 Main St. will host Positive Street Art, which will display its ?Views From a Cell? cellphone photography exhibit.

The exhibit will be judged by Mark Levesque, of Mark Emile Photography.

All photos will be for sale, with the proceeds going to support future Positive Street Art projects.

?We have an amazing amount of support from the businesses downtown this year,? Guercio said. ?I think the businesses on Main Street are very receptive to including the arts community in the business world.?

Several art-focused tours also will be conducted during ArtWalk.

Historian Alan Manoian will lead a tour of some of Nashua?s architectural highlights, beginning at Bicentennial Park at 1 p.m. Saturday.

The Nashua Sculpture Symposium will guide interested attendees through the city?s downtown sculptures, also beginning at Bicentennial Park, at 2 p.m. Saturday.

Yvonne Dunetz will lead a labyrinth walk at the Rotary Common Park on South Main Street at 2 p.m. Saturday and Sunday. She also will discuss the planned Gallery on the Wall, which will be on an exterior wall of the Adult Learning Center, near the park.

Rotary Common Park will host children?s activities, courtesy of the Rotary Club of Nashua. Children?s face painting will be offered at 55 Lake St. Studios throughout the weekend and the Boys & Girls Club of Greater Nashua will provide art activities for the young ones Saturday at Indian Head Plaza.

More grown-up artists will appreciate demonstrations at the League of New Hampshire Craftsmen, 98 Main St.: Nuno Felt with Melinda LeBarge at 1 p.m. Saturday and glass art with Aaron Slater at 1 p.m. Sunday.

The Nashua Public Library will have some arts-related events, with a movie screening part of this year?s Nashua Reads program, at 2 p.m. Saturday and a slideshow by Nancy Baker exploring patterning in art at 2 p.m. Sunday.

Live music will be featured at the major ArtWalk venues.

It will include performances by the B Street Blues, Adrien Chan, Cold Stream, Eclectic Woodwind Quintet, Figure 8, Monument Square Brass Quintet, Siroteau, Stagecoach Women?s Chorus, Rahel and John Volpe.

As if all of this wasn?t enough of a draw, ArtWalk will coincide with the end of downtown Nashua?s Fall Restaurant Week. Participating restaurants will offer discounts or special menu items.

Viruses help scientists battle pathogenic bacteria and improve water supply

Infectious bacteria received a taste of their own medicine from University of Missouri researchers who used viruses to infect and kill colonies of Pseudomonas aeruginosa, common disease-causing bacteria. The viruses, known as bacteriophages, could be used to efficiently sanitize water treatment facilities and may aid in the fight against deadly antibiotic-resistant bacteria.

"Our experiment was the first to use bacteriophages in conjunction with chlorine to destroy biofilms, which are layers of bacteria growing on a solid surface," said Zhiqiang Hu, associate professor of civil and environmental engineering in MU's College of Engineering. "The advantage to using viruses is that they can selectively kill harmful bacteria. Beneficial bacteria, such as those used to break down wastes in water treatment plants, are largely unaffected. Hence, viruses could be used to get rid of pathogenic bacteria in water filters that would otherwise have to be replaced. They could save taxpayers' money by reducing the cost of cleaning water."

Bacteria can be difficult to kill when they form a biofilm. The outer crust of bacteria in these biofilms can be killed by chlorine, but the inner bacteria are sheltered. Viruses solve this problem because they spread through an entire colony of bacteria. Hu noted that the bacteriophages are easier to create than the enzymes used to attack biofilms. The viruses also are better at targeting specific bacterial species.

Hu, along with MU's recent graduate, Yanyan Zhang, found the greatest success in killing biofilms by using a combination of bacteriophages and chlorine. An initial treatment with viruses followed by chlorine knocked out 97 percent of biofilms within five days of exposure. When used alone, viruses removed 89 percent of biofilms, while chlorine removed only 40 percent.

"The methods we used to kill Pseudomonas aeruginosa could be used against other dangerous bacteria, even those that have developed resistance to antibiotics," said Hu. "Our work opened the door to a new strategy for combating the dangers and costs of bacterial biofilms. The next step is to expand our experiment into a pilot study."

The study "Combined Treatment of Pseudomonas aeruginosa Biofilms with Bacteriophages and Chlorine" has been published in the journal Biotechnology and Bioengineering.

Fish eaters run lower risk of heart attack, despite some mercury content, study suggests

ScienceDaily (Sep. 24, 2012) ? Eat fish, but avoid fish with the most pollutants. This is the conclusion drawn by a group of researchers at Ume? University in Sweden after having weighed the risks of mercury content against the advantages of healthful fatty acids.

The work was done as part of an international collaborative effort.

Fish is healthful food, and several studies have shown that people who eat fish have a lower risk of cardiovascular diseases than those who eat very little or no fish. At the same time, some fish contain environmental pollutants that can be hazardous to our health. One such pollutant that is suspected of increasing the risk of cardiovascular disease is methyl mercury, which is found in varying degree in different kinds of fish. If people eat fish with much pollutants, this would lead to increased risk of disease, but at the same time if people are overly cautious and eat too little fish, the risk of disease also increases.

In order to attain a better understanding of what the golden mean might be, researchers at Ume? University, in collaboration with researchers from Finland and elsewhere, examined how the risk of heart attack (acute myocardial infarction) is contingent on the amount of omega-3 fats and mercury from fish that people have in their body. The content was measured in blood and hair samples from people that had previously participated in health studies in northern Sweden and eastern Finland. The Swedish blood samples were from the Medical Biobank in Ume?. Those who experienced a heart attack after the health check-up were compared with those who did not.

The findings are now being published in American Journal of Clinical Nutrition (AJCN). It turned out that mercury was linked to increased risk, and omega-3 fatty acids to decreased risk, of having a heart attack. The increased risk from mercury was noticeable only at high levels of this environmental pollutant in the body and if the level of the protective omega-3 fatty acids was concomitantly low. In other words, what is important is the balance between healthful and hazardous substances in fish. The environmental pollutant in this study was mercury. For organic pollutants like PCB and dioxin, the problem complex is similar, but no study of this kind has yet been undertaken.

The conclusion is simple: Eat fish, but avoid fish with the most pollutants. The Swedish National Food Agency recommends that people should eat fish 2-3 times a week, but their intake of predatory fish (e.g. pike, perch, pike-perch), which contain a great deal of mercury, should be limited (see link below). This study supports that recommendation. According to a recent study from the National Food Agency, 7 of 10 Swedes eat too little fish.

Iran's president dismisses threats on nuke program

NEW YORK (AP) ? Iranian President Mahmoud Ahmadinejad on Monday dismissed threats of military action against Iran's nuclear program, asserting that his country's project to enrich uranium is only for peaceful purposes and disputing that the country worries at all about an Israeli attack to destroy Iran's nuclear capacity.

Speaking to a group of editorial leaders, the first full day of his visit to New York for the annual U.N. General Assembly, Ahmadinejad said it was not too late for dialogue with the United States to resolve differences.

He also said that Iran is neutral in the Syrian civil war, and denied that Tehran is providing weapons or training to the government of President Bashar Assad. "We like and love both sides, and we see both sides as brothers," he said. He referred to the conflict in Syria as "tribal" fighting and said that international "meddling from the outside has made the situation even harder." He refused to say whether Iran would accept a government not led by the Assad regime, which for years has been Iran's closest ally in the Middle East.

It was Ahmadinejad's eighth visit to the U.N. gathering held each September, which he cited as proof that he is open to understanding other countries' views.

In spite of his assertions on the importance of dialogue and respect for others, Ahmadinejad presented a hard line in many areas. He refused to speak of the state of Israel by name and instead referred only to the "Zionists," and when asked about author Salman Rushdie he made no attempt to distance himself from recent renewed threats on the author's life emanating from an Iranian semi-official religious foundation. "If he is in the U.S., you should not broadcast it for his own safety," Ahmadinejad said.

He said this would be his last trip to New York as president of Iran, because his term is ending and he is barred from seeking a third consecutive term. But he did not rule out staying active in Iranian politics and said he might return as part of future Iranian delegations to New York.

"Fundamentally, we do not take seriously threats of the Zionists," Ahmadinejad said. "We believe the Zionists see themselves at a dead end and they want to find an adventure to get out of this dead end. While we are fully ready to defend ourselves, we do not take these threats seriously."

He also sought to delegitimize Israel's historic ties to the Middle East and their political and military power in the region and the world, saying that Israelis "do not even enter the equation for Iran."

On the other hand, he said the argument over Iran's nuclear program was a political rather than a legal matter and needs to be resolved politically.

"We are not expecting that a 33-year-old problem between America and Iran to be resolved in speedy discussions, but we do believe in dialogue."

White House press secretary Jay Carney responded to Ahmadinejad's remarks, telling a midday news briefing, "Well, President Ahmadinejad says foolish, offensive and sometimes unintelligible things with great regularity. What he should focus on is the failure of his government of Iran to abide by its international obligations, to abide by United Nations Security Council resolutions."

Ahmadinejad later took aim at the United States and Israel while addressing a high-level U.N. meeting promoting the rule of law, accusing Washington of shielding what he called a nuclear-armed "fake regime."

He also alluded to the amateur anti-Islam video made in the U.S. that has caused protests across the Muslim world, accusing the United States and others of misusing freedom of speech and failing to speak out against the defamation of people's beliefs and "divine prophets."

CNPC and Siemens, on September 11, in Munich, inked three documents including a framework agreement on procurement and supply of merchandise and service, a memorandum on sharing best practices and experiences, and a memorandum on cooperation in equipment manufacturing.

A further step taken since the two sides reached a strategic cooperation agreement in February this year, the newly inked agreements aim to enhance partnership for synergistic benefits.
